Allegations of constitutional violations, financial irregularities, security lapses, and harassment of apartment owners have surfaced against the management committee of an apartment complex in Dhanmondi, the capital. Md. Obaidullah Ansari, a flat owner, has filed a written complaint with Dhanmondi Model Police Station alleging threats and harassment over a dispute concerning security deposits.
Some apartment owners alleged that Jehad Uddin assumed the position of president on April 14, 2025, in the presence of outsiders. They further claimed that although the committee's tenure was supposed to be one year under its constitution, it was subsequently extended to two years.
The owners also raised allegations of financial mismanagement, including failure to disclose income and expenditure statements, restrictions on the independent functioning of the audit committee, and a lack of bills and vouchers for approximately Tk 350,000 reportedly spent on painting the building.
Questions have also been raised about expenses related to the building's generator, elevators, lobby, and rooftop garden. Additional allegations include failure to disclose the mosque fund's accounts, irregularities in the appointment of an imam, non-functional CCTV cameras, and unauthorized cutting of a rooftop section of a flat in violation of the approved building plan. Some owners have also alleged that the management committee's name was used to facilitate flat sales.
Meanwhile, Ansari purchased a flat in the building in May and began living there with his family. He alleged that several members of the apartment owners' association demanded Tk 50,000 from him as a security deposit. He refused to pay, claiming that the previous owner had already paid the amount.
Ansari further alleged that he was subsequently threatened, his home intercom connection was disconnected, and he was removed from the building's WhatsApp group.
In his complaint, he named Rashedul Haque Sikder, Kazi Shahidul Islam Liton, A.N.M. Ziaul Islam Mithu, Md. Jehad Uddin, and Nadim Uddin Ahmed Khan.
Ansari claimed that the alleged harassment had left him feeling insecure about the safety of his wife and two children. He has requested an investigation into the incident and legal action against those responsible.
However, the allegations could not be independently verified, and comments from Jehad Uddin and the other individuals named in the complaint were not available at the time of reporting.
Dhanmondi Model Police Station said it would seek to resolve the matter through a meeting with officials of the apartment owners' association on Friday. Police added that appropriate action would be taken if the dispute could not be resolved through discussion and legal intervention proved necessary.
Some apartment owners have called for a fair investigation into the allegations and greater transparency and accountability in the management of the building.
